President
Colleagues,
As the new elected president of CARBICA, I like to start with
thanking our outgoing president Mrs. Margot Thomas from St. Lucia
for a job well done with her board members during their term and
for her hospitality during the VIIth Annual CARBICA conference
which took place November 26-30, 2001 and which was highlighted
with some nice social events. With reference to the elections that
took place in St. Lucia, I like to thank all CARBICA members who
unanimously placed their trust in me during the elections and
welcome the newly elected board members. As a team we took
advantage that we were all present to have our first inaugural
board meeting in St. Lucia on November 30th, 2001 right after the
conference ended. It was a productive meeting where two main goals
were set as follows:
• The retention and growth of membership;
This entails involving all members by promoting communication
between the Executive Committee and all CARBICA Members. Promotion
of contact and exchange of information, experience and knowledge
among the membership will be a key element in this endeavor. The
means to communicate with our members will be through e-mail, an
active website and a newsletter.
• Advising and helping National Archives of the Caribbean.
In order to accomplish this goal we would need member’s
cooperation to supply us with information on their activities and
their needs. We will start out with a survey to learn about your
needs and to update the membership directory. A list of resource
persons and training facilities will be circulated. The executive
committee will try to support the National Archives activities of
member countries by active participation.
As your president I will try my best to represent our organization
in the archival world and report accordingly about the
developments.
Let’s join forces to make CARBICA what we want CARBICA to be for
us. Together we can make it happen.

Resolutions to
Deal with Threats of Archives in the Caribbean
The 13 member countries, who participated at the general assembly
in St. Lucia last November, came up with resolutions to deal with
the threats facing Caribbean archives. The resolutions taken were
as follows:
* Be it resolved that CARBICA’s resolutions be forwarded to the
CARICOM secretariat, OECS and member governments of CARBICA to
emphasize the threats facing Caribbean archives.
* Whereas CARBICA recognizes that Caribbean archives are under
threat from neglect, natural disasters, unauthorized destruction
and whereas it is recognized that archives are valuable resources
and a tool of good governance, be it resolved that CARBICA be
instrumental in sensitizing governments to the specific problems
affecting the region.
* Be it further resolved that a representative of CARBICA in each
country approach the government or statutory body concerning the
adoption of the international records management standard, ISO
15489, in their respective countries.
* Be it further resolved that CARBICA sensitizes member
governments regarding the use of electronic records and the need
for managing these records in accordance with the standards of
archival practice.
* Be it further resolved that archives and record management staff
be identified and accorded the opportunity and means to obtain the
necessary training needed to carry out their functions efficiently
and effectively.

Participants at
the VIIth Annual CARBICA Conference at the Glen Castle Resort in
St. Lucia. 13 member countries participated. Participants received
a lot of information from presenters and colleagues and were
especially interested in the workshops on electronic records
management, preservation and restoration.
Constitution on Membership Categories Amended
During CARBICA’s VII Conference which took place in St. Lucia from
November 26-30, 2001 the constitution was amended on the point of
membership categories.
CARBICA which was founded in 1976, now has four categories of
membership being Category A for National Archives, Category B for
Institutions responsible for countries archives, Category C for
other institutional organizations and Category D for individuals.
A breakdown of the 25 member archival institutions shows that
there are 19 members in Category A and six members in Category B.
Category C has two institutional members being the St. George’s
University of Grenada and Jamaica University of the West Indies.
The Category D has 4 individuals as members. Membership fees are
for Category A US$ 150, Category B US$ 100, Category C US$ 75 and
Category D US$ 40 per year. |
